How exactly do I post a story on the story board? Do I need a special program or something? Someone help this noob!

No, you dont need anything besides your web-browser.

Although, some people like to copy and paste their stories into Microsoft Word for spelling and grammar checking. It's not a requirement, but proper spelling will let many more people read your story.
