What is the best way to design a site? I really don't know much about that kind of stuff at all, but would like to create a page.

More information would be helpful. There are lots of good ways to do a website, and often there are certain ones that work best in a situation, so it would help to know what you're doing with it.

First question is, What kind of site?

What kind of design are you thinking of?

Frames? Pop-up? Basic? Flash?

There's so many choices. What is your site about?

(A) Don't Necropost. Nobody likes dead topics. They smell funny.
(B) ... Bleh. The only one of the four things you meantioned that is really good is Basic. Pop-ups suck, Frames are out of date and are annoying since many broswers don't support them, Flash isn't indexed correctly by google(come to think of it neither are frames). So, depending on what you mean by "Basic" that would be the best choice.
(C) Thank God you can actually spell. I love you. XD.
