It actually depends on a number of factors, but generally that's true. Most wild Keidran have very small bust-sizes. Felines tend to be a little smaller then canines. "Domesticated" Keidran, those who were enslaved and selectively bred by humans, were developed to be more visually appealing towards humans. The result is a Keidran like Kat.
In Natani's case, she's just incredibly unlucky to have unusually large breasts for a typical Keidran. Thankfully, the fact that she's just over 6 feet tall and all-around larger then most Keidran women helps to give the illusion that they're more reasonably-sized. Natani's bandages are specially enchanted by her to help conceal them. The bandages work so long as they're not ripped.
