Not necessarily. In some places, the hunter/gatherer society thrived quite effectively until outside influences changed the environment. Plains Indians (Native Americans, for the politically correct among you) lived in a society almost entirely based on hunting, and they managed to not run out of food for thousands of years (until outside influences modified the equation, but that's not a discussion for this topic).
Personally, though, I think the Keidran are not just herders, but also farmers. They must do at least one, unless you think Laura's village stole all their cloth. ;) I'd imagine that they herd meat animals, as well as dairy animals (the comic suggests that they widely have the lactose tolerance gene, closely associated to herding dairy animals), but they farm flax for linen (their clothes don't all look wool to me) and possibly other crops for dietary reasons (vitamins) or for raw carbohydrates (calories when meat is scarce).
