The Basitin could be descended from genetically engineered soldiers from the past which would explain their apparent immunity to poisons and disease since they would probably be designed with NBC (nuclear, biological, chemical) protection, an addiction to following the orders of superiors, resistance to injury and extreme focus in the heat of battle, the NBC protection would also explain how they survived the fallout as long as they weren't in the general blast area of a nuke.

Perhaps, but Radiation Resistance doesn't equal fur. There's nothing I can think of that would have the government put fur on humans, let alone Fur that was natural and in their genetic code.

Post-Nuke is an interesting theory, but it still leaves many loop-holes.

I would say that the fur is for insulation in harsh climates and the nuclear protection is a separate thing.

But then this ruins all chances of them being able to go back to a normal life (Because, let's be honest, Anonymous would single out the soldiers beyond belief. Let alone something like the Racist hicks, Overly Religious hicks, etc).

Besides, if you can rearrange a Humans genetic structure to such a degree, I can think of at least two seperate Super-Human programs off the top of my head that would work better than such.

It has potential, but about as much as the Military replacing Tanks, Fighters, and Subs (All at once) for Mechs.

There is no mention because GW would sue all the Rat Kiedran as being a Copyright infringement on Skaven.

Don't worry, the Skaven are 'base' on ratmen form "Fafhrd and the Gray Mouser" by Fritz Leiber

plus they havn't sued Blizzard for those new terra jump troops of Starcraft 2 (yet)

well you are getting ahead of yourself here if they were in some cryogenic thing they would be probably a little more advanced then we are now and would not simply forget everything they learned in school and if they were alive that would mean that the cry pod would also be intact and everything around them ie probably a generator and lots of food why would they simply throw all previous knowledge away and then go on a boat for who knows where and simply restart without the use of there technology it just denies all logicality

No! The fur is obviously an adaptation to the extremely cold nuclear winter (or equivalent) that ocurred post-apocalypse. Add in a bit of genetic mutation and VIOLA! you have the Keidran and Basitin. The humans can be explained by assuming there were survivors who lived in deep underground bunkers for thousands of years. And the "magic" is certainly just "sufficiently advanced technology" (Clarke's law).
