Alright, you know, I really wasn't going to get into this because it's both not very important, and I'm very tired, but I figured, "Why take it easy on Sage?" and "How else will he get his entertainment? Better from me than our poor members on the Art board."
Allow me to elucidate on my thinking. I'm viewing this from a legal perspective, rather than a more familial one, which is the view you take. Considering that I believe "slaves are property" draws a line of comparison more between slaves and, say, land holdings rather than slaves and pets, that makes sense. And even pets, legally, don't really "belong" to minors. Not in the view of the municipal district you live in (I'm getting my dog licensed this month, it's pretty much like just about any other contract, somebody has to be responsible and minors aren't considered responsible). Even allowing for sixteen to be the age where you become an adult (which would be pretty fair for the TwoKinds world, I don't remember now if that's actually stated anywhere), Kei isn't an adult. Since I'm assuming his father purchased her, she's the legal property of Kei's father. While she would be required to obey Kei, he wouldn't be her "master" per se. Unless, as I stated before, he was given Flora as a gift when he reached the age of majority. I'm really just arguing semantics, but semantics are important. How else do we differentiate between "slave" and "pet" but by semantics?
Besides, which "stories about Flora's past" are you talking about? The old ones that Tom's stated are non-canon and were written before he'd finalized the storyline? Or are there others that aren't coming to my mind at the moment (after all, my memory's not perfect, and I don't partake in either the IRC or the RvB forums, both of which are places where things seem to turn up occaisionally)?

Based on her age
being given as 11 (that's some six or seven months back), she'd be closer to five years old in this flashback and seven when Euchre pulled her out of the way of the cart. Though the numbers are rough enough that it's just an approximation. I'd say you're close enough for our purposes.
