If you start your own RP thread there are only the rules you set up for your RP (doesn't mean anyone is going to join it).
It seems most people do a sign up that includes information about the world, character creation etc etc. Then after enough people are signed up they start an RP thread and an OOC RP thread if it is needed. If you want to join an RP thread look for the original signup thread or the first post on the RP thread you are thinking about joining. If you have any questions PM the person who created the RP or the person running it (if they happen to not be the same people).
Anyone can RP on the RP boards- it doesn't mean they will like you or appreciate anything you 'add' to the thread. If there are no rules posted you better ask- people who randomly jump into an RP pretending to have god like powers or the like are hated just about everywhere so read before you leap - and ask the one's running the threads before assuming you can do something.
