They are probably desperate because the economy sucks. With this act, they would be able to seize your house because there's a illegally downloaded CD in it without a warrant.
Problem is they have to prove it's illegally downloaded. I have plenty of CD's that are now burned cause I had the original lost, stolen, or damaged. That and I rip every CD I own onto my computer...they don't really have any way of proving you haven't purchased the song either as a physical copy or digitally off of itunes or something. *shrugs* They'd have to catch you in the act I assume.
They would inspect your internet packets before and with that they are able to prove you are guilty.

Wow, this is downright crazy. No one who has to pirate anything has any money to spare! Which makes it seem more like a scare tactic, but still.
I wonder if Bush has made it a goal to be the first president with a negative approval rating...
Bush wants to raise his rating with the companies, so he sucks up to them(like Big Content and all the forms of medias that want pirates bent. And probably at the same time deal with the economy issue.
Also the damn thing was signed under everyone's noses, and those supposing to represent the people DON'T, bills that no one can pay with a multiple-lifes work, how is that representing the middle class?
