Yes, but I think that there are few who would be willing to stand in front of an annoyed dragon and tell them that they are arrogantly overstating their own strength! XD

Or alternately, they could be escorting him to keep tabs on his activities; that grin makes me think of him as a rogueish sort that does his own thing - which could easily frustrate the 'older' generals who feel they might know better.
Also, side tangent; note the eyes on the three generals. First is grey eyed without any pupils, second is brown-eyed with detail and pupils, and third has one from each... somewhat symbolic, as he is supposed to share in each of their traits. Also, I like the water effect in the first panel :)
